A high-level delegation from the State Election Commission (SEC) of Madhya Pradesh recently visited Bihar to study its modern electoral innovations. The team, including Deputy Secretary Dr. Sutesh Shakya and other key officials, aimed to analyze the successful digitalization of the local body election process. Bihar's SEC Secretary, Shri Mukesh Kumar Sinha, hosted the delegation to showcase the state's transition toward a fully tech-driven election model. The visit focused on advanced features like Biometric Facial Recognition System (FRS) for voter verification and the use of Multi-post EVMs. Delegates observed the implementation of Optical Character Recognition (OCR) for counting and live webcasting of polling stations and counting centers. The team was particularly impressed by the AI-based e-voting initiatives and the secure use of digital locks for strongrooms. The use of GIS Mapping and comprehensive digital transparency tools were highlighted as benchmarks for making elections more reliable. The Madhya Pradesh delegation praised Bihar's efforts, noting that their visit was inspired by Bihar’s acclaimed presentation at the AI Summit. Officials expressed a strong intent to adopt similar technical reforms and AI-driven processes in Madhya Pradesh’s future local body polls. The Bihar Panchayat Election 2021 was conducted to elect representatives for the three-tier Panchayati Raj system—Gram Panchayat, Panchayat Samiti, and Zila Parishad. The elections were held on a non-party basis, meaning candidates did not contest using political party symbols. The election took place in 10 phases from September to December 2021, making it one of the largest rural elections in the country. Voting was held for over 2.5 lakh local posts, including Mukhiya, Sarpanch, Ward Member, Panchayat Samiti Member, and Zila Parishad Member. Despite the challenges of COVID-19, voter participation was high, especially among women and youth.
